Dr. Hj. Halhakasah Bin Abdullah (hc) is the Founder of Tawafeen Sdn. Bhd., a Malaysia-based company operating across regulated industries, structured systems development, and cross-border advisory engagement. His professional foundation was shaped early through direct technical and commercial exposure to international engineering principals, including Quadro Engineering, where he was involved in compliant process systems and standards-driven industrial applications.

Building upon this early technical grounding, he expanded Tawafeen’s involvement in engineering led platforms, compliance-aligned operational structures, and Shariah-oriented governance frameworks across multiple jurisdictions. These engagements include collaboration with recognised institutions such as the Forest Research Institute of Malaysia (FRIM), alongside global technology and engineering partners, supporting the development of compliant facilities and structured operational environments.

His professional journey also includes collaboration with established pharmaceutical engineering partners such as Yenchen Machinery, contributing to regulated manufacturing systems and industry compliant production infrastructures across the region.

Institutional & Advisory Engagement

Beyond his role at Tawafeen, Dr. Halhakasah has held long-standing advisory and council appointments with established organisations, contributing to governance alignment, standards development, and institutional strengthening.

Since 1998, he has served in advisory capacities with the Muslim Consumers Association of Malaysia, providing input on compliance frameworks, policy perspectives, and consumer governance matters.

At the corporate–government interface, he was formally introduced through Malaysia’s Ministry of National Unity and Social Development for international business and cross-border engagement. He was also appointed Senior Advisor to the Chairman of North South Property Group (Bangladesh), advising on corporate development, regulatory coordination, and international stakeholder engagement.

His professional portfolio further includes advisory involvement with the International Islamic University Malaysia, through its Institute of Islamic Banking and Finance, contributing to consultancy and institutional development initiatives within the Islamic finance ecosystem.

Internationally, Dr. Halhakasah has participated in expert-level technical and infrastructure advisory initiatives associated with Umm Al-Qura University (Saudi Arabia), focusing on systems planning, operational safety, and large-scale facility enhancement. He has also received formal recommendations for advisory engagement with the Malaysian Hajj Pilgrims Fund Board.
